UK Vape Flavour Rules 2026: What Could Change for E-Liquids?

Will vape flavours be banned in the UK? Explore the Tobacco and Vapes Act 2026, proposed flavour name rules, plain packaging, and e-liquid changes.

The UK vaping industry has been subject to numerous changes in legislation; the one-use disposable ban to the Vaping Products Duty, and many adult vapers are wondering whether the vape flavours are being banned in the UK.

The answer is: NO. All flavours of e-liquid, such as popular fruits, nic salts, menthols and desserts are still 100% legal to buy and sell in England, Scotland, Wales and Northern Ireland as of 2026.

Ministers do have enabling powers however, under the provisions of the landmark Tobacco and Vapes Act which would enable them to create secondary legislation that could impact the naming, packaging and marketing of e-liquids. Let's go over the proposed, nonchanging, and impactful aspects of this.

The Tobacco and Vapes Act which was developed to curb vaping amongst young people and enable vaping to be used as a way to support adults who want to quit smoking gives DHSC broad powers to regulate the vaping industry.

Importantly, no flavour or product is automatically banned under the Act. Instead, it creates a legal framework allowing ministers to issue specific secondary regulations following public consultation.

A key difference that consumers should be aware of is that between a restriction on flavour names, and a ban on flavour ingredients: Secondary consultation standardised flavour names (under review) is one of the areas of great emphasis in the flavour descriptor and naming proposals. The regulators are calling for the elimination of "sweet shop" logos, youth targeted images and super-sensational names.

Eliminating concept and candy names: Hyper-descriptive titles, e.g. β€œBlue Razz Slushie”, β€œGummy Bear” or β€œUnicorn Milk” might be removed.

Single-Word Descriptions: The title of an e-liquid product can sometimes be changed to more basic descriptors such as "Blueberry" (or "B" for botanical) or "Raspberry" (or "F" for fruit).

The reality: This is not a marketing gimmick, this is simply a change in the words on the outside box.

2. There are no restrictions on the use of e-liquids in terms of flavours, just full flavour restrictions for ingredients (unconfirmed) by some health organisations. Limiting actual chemical formulations is a higher threshold policy issue, which would need their own specific evidence review process and further parliamentary debate.

E-liquid boxes and 10ml bottles could be limited to plain and standardized colours and typography, with no bright graphics, cartoon characters or foil finishes.

Neutral Hardware Finish: Replacement battery units and refillable pod kits might be available in a single tone finish (black, silver, white or grey).

Under-the-Counter Displays: Like regular tobacco products, displays of vape products in convenience stores and supermarkets can be behind closed cabinets hidden from public view.

All fruit, dessert, beverage and menthol e-liquids are legal to buy.

Limits may in the future be restricted to names which are just basic single-word descriptors.

No single-use vapes (that cannot be recharged or refilled) will be sold.

E-Liquid Tax (VPD)

In Effect is an excise duty that applies to all Vape Juices, at Β£2.20 per 10ml (plus VAT = Β£2.64).

Nicotine Strength: 20mg/ml maximum nicotine strength, Nicotine Bottles: 10ml max for nicotine bottles, Pods: 2ml max.

So what is it that an adult vaper should do at this time?

No Flavour Ban – No current flavour ban, don't have to buy in bulk quantities of liquid! Standard bottle, shortfill, nic salts are still in use.

Use Quality Hardware: single use disposables are no longer an option and the best and cheapest way to vape is to get good quality refillable pod kits and use 10ml nic salts.

Be prepared to see updates to box art, color schemes and product names for your favorite brands over the next few years, as they follow the guidelines of plain packaging.
